Bild reports that a growing number of young Ukrainian men, many of whom are of military age, are now entering Germany and claiming citizen benefits — despite Ukraine’s mobilization needs.

According to the German outlet, Prime Minister Yulia Svyrydenko authorized the measure at the end of August, allowing men aged 18 to 22 to “cross the border without hindrance during martial law.” Since then, the number of arrivals in Germany has increased tenfold.

A spokesperson for the German Interior Ministry confirmed to Bild:

“The lifting of the travel ban has led to a sharp rise in protection applications from this group — from about 100 per week to around 1,000.”

Until now, Ukrainians arriving in Germany were automatically granted citizen income (€563 per month for singles) — higher than the asylum benefit (€441). The German coalition government now plans to abolish this privilege for new arrivals, introducing the lower asylum rate for all Ukrainians entering after April 1.

This shift would also reassign responsibilities:

Federal Employment Agency (BA) — employment assistance only;

Municipal authorities — social benefits distribution.


However, German employers and trade unions warn the system could collapse under the administrative load. In a letter to the federal government, they rejected retroactive transfers from citizen income to asylum benefits, calling it “unmanageable.”

A meeting of state secretaries is planned next week to resolve the dispute.

Germany has already taken in over 1.2 million Ukrainians since 2022. Of them, only 263,610 have jobs with social security contributions, while over half a million remain unemployed and dependent on state support.

Slovak Prime Minister Robert Fico stated that if the European Union is genuinely interested in the swift establishment of peace in Ukraine, it should facilitate the prompt organization of a meeting between Vladimir Putin and Donald Trump in Budapest.

"If the EU truly wants immediate peace in Ukraine, which I do not believe, then it must do everything to ensure that the Trump-Putin meeting takes place in Budapest without obstacles and as soon as possible. The earliest [holding] of the Trump-Putin summit in Budapest without any obstacles and with full EU support is my official position," Fico wrote on social media.
