Вместе с тем, как считает общественный инспектор в области ответственного обращения с животными от Росприроднадзора Софья Беляева, в исключительных случаях специальная правительственная комиссия будет давать специальным людям специальные разрешения на отлов морских млекопитающих, которых до конца жизни мучат в дельфинариях.
