В рамках 16-го пакета санкций в черный список внесли 48 физических и 35 юридических лиц, а также 53 компании из Китая, Индии, Казахстана, ОАЭ и др. В том числе в санкционном списке оказался Владимир Евтушенков, Кристина Потупчик, Михаил Галустян и Юлия Барановская.
Под ограничения попали 74 танкера теневого флота РФ.
Кроме того, ЕС запретил вещание 8 прокремлевским СМИ.
