در این جلسه (صفحات ۱۲۷ تا ۱۳۶) به سه موضوع کلی پرداختیم. نخست اینکه توضیح دادیم چگونه بوروکراسی و بوروکراسی‌گرایی به گسترش اندیشۀ دولت‌پرستی منجر می‌شود. هر چه در تصور عمومی مردم دولت جایگاه رفیع‌تری داشته باشد، بوروکرات نیز جایگاه رفیع‌تری برای خود قائل می‌شود. در بحث دوم به این پرداختیم که چرا برخی تمایل زیادی به مشاغل بوروکراتیک دارند؟ کارمندی دولت چه مزایایی دارد که برخی آن را بر مشاغل خصوصی ترجیح می‌دهند. در بحث سوم نیز بررسی کردیم بدنۀ بوروکراتیک چه تأثیری بر دموکراسی می‌گذارد. بدنۀ بوروکراسی در نظم غیردموکراتیک تابع رؤسایش است و در نظم دموکراتیک طبق منافع دستگاه بوروکراسی رأی می‌دهد و اینچنین دموکراسی به ابزاری برای بسط مطامع بوروکرات‌ها تبدیل می‌شود.
