However, if the author(s) are preparing the article in their “personal capacity” (in other words, “not as an official representative or otherwise on behalf of a sanctioned government”), Wiley, the journal's publisher, can proceed with handling your manuscript. Please respond to this e-mail declaring that this condition is met. If you cannot declare that your work is prepared in your personal capacity, please advise and your submission will be referred to Wiley’s legal department for analysis.

Stocks dropped on Friday afternoon, as gains made earlier in the day on hopes for diplomatic progress between Russia and Ukraine turned to losses.
