Já para pra montar a pack uso o @Stickers mesmo, as vezes como não está nas dimensões que o bot pede, uso o @custom_emoji_bot para converter para 100x100 e depois só encaminho para o bot do sticker.
Também dá pra fazer o emoji do zero, usando o Ibis paint, Picart e até o Canva. No Ibis terá que fazer do zero, mas no Picart e no Canva você pode encontrar vários elementos gráficos que tem por lá.
