28% это по всей стране. А если посмотреть на итоги праймериз в Рязанской области, то из 40 победителей (20 по спискам и 20 по одномандатным округам) опыт депутатской работы есть у 28-и человек.
28 человек от 40 победителей это точно не 28%, хоть цифры и созвучные. 28 от 40 – это ровно 70%. 70, Карл.
