Срок утверждения в правительстве назначен на 1 апреля 2025 года. Над его содержательным наполнением работают на площадке совета при Минпромторге, а также в Научно-технологическом центре (НТЦ) биоэкономики и биотехнологий (консорциум из восьми научных организаций, головная организация — Курчатовский институт). Этот консорциум был создан в августе 2024 распоряжением премьер-министра Михаила Мишустина по просьбе президента института Михаила Ковальчука.
