Российско-Кыргызский Фонд развития (РКФР) выделяет ОАО «Чакан ГЭС» $10 млн. для завершения строительства малой гидроэлектростанции «Бала-Саруу» мощностью 25 мегаватт в Таласской области. Из республиканского бюджета на строительство этой ГЭС выделено более 2 млрд. сомов. Ежегодно на станции будет вырабатываться 92,8 млн. кВт/ч. Ее запуск позволит сократить энергодефицит в Кыргызстане на 4,2%. ГЭС расположится у плотины на Кировском водохранилище. Ранее там не было подобного сооружения, и потенциал водных ресурсов использовался не в полной мере. Это первая масштабная стройка «Чакан ГЭС» с 1960-х годов. Большая часть подготовительных строительных работ на станции уже завершена. Первые мегаватты, произведенные ГЭС «Бала-Саруу», будут поданы в электрическую сеть уже в этом году. Всего в области ВИЭ РКФР реализует в настоящее время семь проектов.
