In 2018, Russia banned Telegram although it reversed the prohibition two years later. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." He adds: "Telegram has become my primary news source." Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov.
