В Уставе сказано, что комиссия должна выбрать не менее двух кандидатов на этот пост, после чего депутаты горсовета должны тайным голосованием выбрать нового главу города Оренбурга. Главным кандидатом все еще считается и.о. главы Оренбурга Сергей Салмин, который ранее был министром спорта Оренбургской области и главой Бузулука.
