Поэтому из раза в раз они пробивают вопрос обмена "всех на всех". Но... Одно дело вернуть Украине в одностороннем порядке тысячи останков погибших, а другое - тех, кто снова может вернуться на фронт. Поэтому воз так и движется - по чайной ложке. Россия не отступает от договоренностей, а Украина... ну, вы уже поняли.
