❗️21 ноября состоялось заседание сессии Законодательного Собрания Калужской области.

Депутаты приняли ряд важных законов, среди которых:

✅первое чтение проекта закона об областном бюджете на следующий год и плановый период 2026, 2027 годов; ✅закон ограничивающий деятельность «наливаек»; ✅ закон о предоставлении компенсационной выплаты «обманутым дольщикам»; ✅закон о предоставлении земельных участков в безвозмездное пользование врачам и фельдшерам.

He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea. Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. These entities are reportedly operating nine Telegram channels with more than five million subscribers to whom they were making recommendations on selected listed scrips. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
