23–24 апреля 2025 года в Женеве проходит одиннадцатая сессия ВОИС — WIPO Conversation on Intellectual Property and Frontier Technologies.
Обсуждаются все наши с вами любимые вопросы: исключения TDM (text and data mining), машиночитаемые opt-out, лицензирование, маркировка, AI Act и многое другое.
Кстати, недавно профессор Цянь Ван из Восточно-Китайского университета политических наук и права представил в своем докладе обзор текущего ландшафта регулирования в сфере ИС и ИИ. Доклад завершился игрой слов, которая запала мне в душу (это не точная цитата, а скорее её агрегированный смысл):
Найти единственно верное решение по исключениям TDM, которое одновременно устроило бы и авторов, и разработчиков ИИ, практически невозможно. Вопрос упирается в выбор направления: copyright или copyleft (на слайде в этот момент была фотография дорожной развилки).

Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. Its user base isn’t as vast as WhatsApp’s, and its broadcast platform is a fraction the size of Twitter, but it’s nonetheless showing its use. While Telegram has been embroiled in controversy for much of its life, it has become a vital source of communication during the invasion of Ukraine. But, if all of this is new to you, let us explain, dear friends, what on Earth a Telegram is meant to be, and why you should, or should not, need to care. Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. If you initiate a Secret Chat, however, then these communications are end-to-end encrypted and are tied to the device you are using. That means it’s less convenient to access them across multiple platforms, but you are at far less risk of snooping. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isn’t as secure earned it some criticism. If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats. What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The channels have become popular with on-the-ground journalists, aid workers and Ukrainian President Volodymyr Zelenskyy, who broadcasts on a Telegram channel. The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels.
