Andrey, a Russian entrepreneur living in Brazil who, fearing retaliation, asked that NPR not use his last name, said Telegram has become one of the few places Russians can access independent news about the war. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. The regulator took order for the search and seizure operation from Judge Purushottam B Jadhav, Sebi Special Judge / Additional Sessions Judge. Despite Telegram's origins, its approach to users' security has privacy advocates worried. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
