On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. But the Ukraine Crisis Media Center's Tsekhanovska points out that communications are often down in zones most affected by the war, making this sort of cross-referencing a luxury many cannot afford. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War."
