This ability to mix the public and the private, as well as the ability to use bots to engage with users has proved to be problematic. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. False news often spreads via public groups, or chats, with potentially fatal effects. The fake Zelenskiy account reached 20,000 followers on Telegram before it was shut down, a remedial action that experts say is all too rare.
