Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. There's also an English-language website, which states it is owned by the people who run the Telegram channels. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
