В 2019 он выделил $90 тыс. организации ILGA на социальные изменения в России, касающиеся прав представителей ЛГБТ-сообщества, а годом ранее — около 360 тыс.
Подразделение «Российский фонд свободы» Arcus открыл в 2013. На конец 2016 было выдано 54 гранта в $1,9 млн. Arcus взял на себя все административные расходы и обеспечил почти половину бюджета РФС ($900 тыс.), другая половина пришла с «анонимными пожертвованиями» ($1,175 млн), ещё незначительную часть средств собрали по акции продажи футболок ($88 тыс.).
