Олег Костенко родился 5 июня 1977 года в Мурманске. В 1999 году окончил МГПУ по специальности «учитель истории». В 2006 году — МГТУ по специальности «финансы и кредит». С 2014 по 2019 годы занимал должность заместителя министра развития промышленности и предпринимательства Мурманской области. В 2019 года возглавил министерство инвестиций, развития предпринимательства и рыбного хозяйства Мурманской области.

In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” During the operations, Sebi officials seized various records and documents, including 34 mobile phones, six laptops, four desktops, four tablets, two hard drive disks and one pen drive from the custody of these persons. Under the Sebi Act, the regulator has the power to carry out search and seizure of books, registers, documents including electronics and digital devices from any person associated with the securities market.
