Её вина понятна, тут вопросов нет. Вопрос в другом — как так получилось, что сотрудники МФЦ и паспортного стола ничего не видели? Ладно бы речь шла о 5 или 10 иностранцах, но тут 200 человек в одной квартире!
Считаю, что к ответственности, если не к уголовной, то хотя бы к дисциплинарной, должны быть привлечены сотрудники, которые это допустили и не сообщили компетентным органам о преступлении.
