Бачурин призвал повысить качество оперативной работы, активнее проводить профилактические мероприятия, прежде всего среди молодежи. Особое внимание, по казанию Бачурина, следует уделять проведению оперативно-розыскных и профилактических мероприятий в среде мигрантов для установления лиц, ведущих подрывную деятельность против Российской Федерации.
