Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion.
