По данным службы безопасности Грузии, организовал перевозку некий уроженец Украины Андрей Шарашидзе, баллотировавшийся в 2020 году в Раду Одесской области от партии «Слуга народа».
Содержимое планировалось использовать для осуществления терактов. По факту обнаружения опасного груза было возбуждено уголовное дело о незаконном приобретении и хранении взрывчатых веществ.
