Григорий Карасин конечно политический тяжеловес, долгие годы Первый Зам главы МИД России. Но он точно не технический специалист. Так что же это тогда будут за переговоры? Неужели это будут первые прямые, но закрытые переговоры России и Украины? Ведь в 23 марта там же в КСА пройдут переговоры США и Украины. И логично после этого 25 марта в закрытом режиме впервые встретиться делегациям России и Украины. И вот для таких переговоров Карасин очень подходит.

Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. The message was not authentic, with the real Zelenskiy soon denying the claim on his official Telegram channel, but the incident highlighted a major problem: disinformation quickly spreads unchecked on the encrypted app. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
