🔸در طرح جدید دولت، یارانه انرژی بین خانوارها و صنایع بازتوزیع می‌شود. مصرف خانوارها تا سقف مشخص با نرخ یارانه‌ای محاسبه شده و در صورت صرفه‌جویی، مابه‌التفاوت به‌صورت نقدی از ۶۴.۵ میلیون تومان در سال اول تا ۱۱۱.۵ میلیون تومان تا پایان طرح پرداخت می‌شود.
🔹صنایع سهمیه‌ای برابر با ۶۵ درصد مصرف سال قبل دریافت کرده و مازاد را باید از بازار آزاد تهیه کنند. طرح در ۳ فاز و طی ۵ سال اجرا می‌شود و هدف آن کاهش ناترازی و دستیابی به رشد اقتصادی ۸ درصدی است.
🔸درآمد دولت از این طرح، از ۱۴۰۴ هزار میلیارد تومان (معادل ۱۲ میلیارد دلار) در سال اول به ۸۸۵۰ هزار میلیارد تومان (معادل ۴۹.۱۲ میلیارد دلار) در سال پنجم خواهد رسید.
