Очередной рейтинг «первых после губернаторов» нагнал председателя правительства Саратовской области Романа Бусаргина на карьерном взлёте. Буквально вчера он был назначен врио губернатора Саратовской области. А по итогам апреля попал в число аутсайдеров апрельского рейтинга от ТГ-канала «Замгубернатора».
Ничего удивительного в этом нет. Весь апрель Бусаргин исполнял исключительно представительские функции: инспектировал стройки, раздавал указания и вообще всячески торговал лицом. Мы полагаем, что вопрос с назначением Бусаргина на пост врио губернатора уже был решён, и он об этом как минимум подозревал. Поэтому особо и не напрягался, лишь обозначая активность на вверенной территории. За это и получил последнюю в своей вице-губернаторской жизни «двойку».

Since January 2022, the SC has received a total of 47 complaints and enquiries on illegal investment schemes promoted through Telegram. These fraudulent schemes offer non-existent investment opportunities, promising very attractive and risk-free returns within a short span of time. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities. That hurt tech stocks. For the past few weeks, the 10-year yield has traded between 1.72% and 2%, as traders moved into the bond for safety when Russia headlines were ugly—and out of it when headlines improved. Now, the yield is touching its pandemic-era high. If the yield breaks above that level, that could signal that it’s on a sustainable path higher. Higher long-dated bond yields make future profits less valuable—and many tech companies are valued on the basis of profits forecast for many years in the future. WhatsApp, a rival messaging platform, introduced some measures to counter disinformation when Covid-19 was first sweeping the world. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised.
