По задумке авторов инициативы, после выпуска два-три года отучившиеся на бюджетном отделении медики должны поработать в медицинском учреждении, включённом в систему ОМС. При этом они сами смогут выбрать конкретную клинику и регион. Иначе придётся возместить государству затраты на обучение.
