Переговоры между руководством компаний и чиновниками идут последние нескольких месяцев, они могут и не привести к сделке, любые ее детали также еще могут измениться, отметили источники WSJ.
То, что это именно вброс — очевидно.
Но чей, и с какими целями? Издание серьезное, и очень недешевое для такого рода публикаций.

One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Recently, Durav wrote on his Telegram channel that users' right to privacy, in light of the war in Ukraine, is "sacred, now more than ever." Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered.
