Ну то есть что мешало сразу сохранить команду, занявшую 13 место в РПЛ, а в стыки отправить 14-ую и 15-ую команды.
А сейчас получается, что у РПЛ (да и у исполкома РФС) выбор остается между плохим и очень плохим. Или оставлять команду, проигравшую в стыках или команду, которая заняла место ниже тех, что участвовали в стыках.
Ну а оставлять 15 команд - будет жесть с календарем.
