Вам (и нам) интересно, что там в учебнике, а им-то как раз не принципиально: для издательства, тем более "нон-фикшн", любая книга – это канцбумпродукт. Школьный учебник – канцбумпродукт с гарантированным сбытом. Ценник низкий, но при таком тиражище (и совсем уж карманном Минпросе)… чего б не перебурохтать программу ради скромного барыша.
