Это, в общем-то, объяснимо. На три дня выборов губернатора, да ещё и муниципальных депутатов денег и так нормально потратят, а тут ещё внедрять ДЭГ - на это не будет ни сил, ни возможностей, ещё же метро к выборам открыть надо, а Питер это вам не Москва, за полгода новую ветку не построить, хотя губернатор и заявил, что больше остановок в строительстве метро не будет, верится с трудом, но всё же.
Собственно, поэтому Бельский и объявляет о том, как будут проводиться выборы. Вероятно, бюджет на плебисцит уже готов, осталось его утвердить, а ДЭГ никуда не денется. До следующих выборов ещё два года, внедрить успеют.
