В принципе это многое объясняет. Предположим какой-нибудь троечник мэр или губернатор. не захочет выглядеть тупо по сравнению со своими подчиненными. поэтому возьмет в заместители не отличников и хорошистов. а двоечников. На их фоне будет смотреться более мене нормально. А дальше те замы. в свою очередь, тоже люди, и не хотят выглядеть тупыми на фоне своих подчиненных... Что там внизу цепочки даже сложно предположить...
