📄 11월 12일 러시아연방과 조선민주주의인민공화국 간 포괄적 전략동반자관계에 관한 조약이 비준되었습니다. 이 조약은 양국이 우선시하는 광범위한 분야에서의 파트너십과 전략적 협력을 심화하고 공정한 국제 시스템을 구축하는 것을 목표로 하는 러시아-조선 관계를 추가적으로 발전시키기 위한 기본 원칙을 명시하고 있습니다. 이 조약은 비대결적이고 방어적인 성격을 띠고 있으며 동북아 지역의 안정 유지를 목표로 하고 있습니다.

Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. This makes using Telegram across multiple devices simple, but also means that the regular Telegram chats you’re having with folks are not as secure as you may believe. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. You may recall that, back when Facebook started changing WhatsApp’s terms of service, a number of news outlets reported on, and even recommended, switching to Telegram. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered.
