Владельцу дается три года на приведение соток в порядок: вывоз мусора, избавление от сорняков, осушение и укрепление грунта и т. п.
От нерадивых хозяев страдают все: в соседних владениях заводятся змеи и клещи, семена сорняков разлетаются по округе.
Даже один участок - мина замедленного действия, способная спровоцировать какую-нибудь чрезвычайную ситуацию типа пожара. Этот закон давно ждали.
