Закон вступит в силу с момента опубликования и распространится на правоотношения, возникшие с 24 февраля 2022 года на территориях Украины, Донецкой Народной Республики и Луганской Народной Республики; в Запорожской и Херсонской областях — с 30 сентября 2022 года.
