Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. Although some channels have been removed, the curation process is considered opaque and insufficient by analysts. False news often spreads via public groups, or chats, with potentially fatal effects. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred."
