Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Now safely in France with his spouse and three of his children, Kliuchnikov scrolls through Telegram to learn about the devastation happening in his home country. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. Sebi said data, emails and other documents are being retrieved from the seized devices and detailed investigation is in progress.
