Как выяснили местные журналисты, Ефаркин руководил комиссией ФСИН, занимавшейся с 6 октября в Саратове проверкой массовых фактов пыток осужденных в ОТБ-1. До назначения в Саратовскую область он занимал должность первого заместителя начальника оперативного управления ФСИН.
Напомним, бывший начальник УФСИН России по Саратовской области Алексей Федотов был уволен из системы ФСИН «за серьезные просчеты в оперативно-служебной деятельности», после того, как были обнародованы материалы о пытках в региональных структурах УФСИН.
