به «تأثیرات روانشناختی بوروکراتیکسازی» رسیدیم (ص ۱۵۳ تا ۱۶۳). ابتدا به این میپردازیم که زندگی و رشد در نظم بوروکراتیک چه تأثیری بر نسل جوان میگذارد. هر چه نظام کار و پیشرفتِ بوروکراتیکتر باشد، موانع پیش روی جوانان نیز بیشتر است. بهروزی یک جامعه منوط به نیروی جوانی است. این نیروی جوانی خون تازهای در رگ جامعه است. تحولی اگر قرار است رخ دهد، وابسته به اینان است. اما تحولات از مسیر «ابتکارات» میگذرد و هر چه نظام اجتماعی بوروکراتیکتر باشد، ابتکارستیزتر نیز خواهد بود. جدای از این، فرد با ورود به نظم بوروکراتیک بخش بزرگی از تواناییهای فکری و شخصیتی خود را باید تعطیل کند، زیرا با ورود به بوروکراسی، فضیلت او دیگر فرمانپذیری و تبعیت است، نه خودانگیختگی و استقلال رأی.
