اقتصاددانان می‌گویند هرچه کشورها در معرض شوک‌های بیشتر قرار گیرند، انگیزه‌ها برای سرمایه‌گذاری و نوآوری کاهش می‌یابد و منابع از تولید به فعالیت‌های غیر مولد کوچ می‌کند و بازگشت اقتصاد به تعادل اولیه دشوارتر می‌شود.
چرا در چنین شرایطی سیاست‌گذار توان ثبات‌سازی را از دست می‌دهد؟
