Эксперты связывают столь резкое падение с ужесточением условий выдачи льготной IT-ипотеки: с 1 августа из госпрограммы исключили Москву и Санкт-Петербург, хотя с начала года именно на эти регионы приходилось 54% всех выданных ссуд.

That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government.
