جمهوری اسلامی با صدور یک نوتام، به هواپیماهای عبوری هشدار داده که در روزهای ۱۴ تا ۱۶ آبان‌ماه (برابر چهارم تا ششم نوامبر) یک مانور تیراندازی در محدوده همدان انجام خواهد شد. این نوتام برای بازه ساعت ۲.۳۰ بامداد تا ۶.۳۰ بعدازظهر به وقت محلی و ارتفاع تا ۱۰ هزار فوت از سطح زمین صادر شده است. این هشدار در حالی صادر شده که مقام‌های جمهوری اسلامی در روزهای اخیر تاکید کرده‌اند پاسخ حملات اخیر اسرائیل به مراکز نظامی در ایران را خواهند داد. در آخرین سخنان، روز شنبه خامنه‌ای گفت پاسخ «دندان‌شکن» به اسرائیل داده خواهد شد. بازه زمانی اعلام شده زمان برگزاری انتخابات ریاست‌جمهوری در آمریکا را در بر می‌گیرد.
