در مهرماه سال 57 و پس از هماهنگی به عمل آمده میان اعتصابیون در بخشهای مختلف کشور، آنها شکستن اعتصابات را منوط به اجرای شروط ذیل نهادند: انحلال ساواک، لغو حکومت نظامی، آزادی زندانیان سیاسی، بازگشت حضرت امام خمینی به کشور و پایان یافت حکومت استبدادی از سوی رژیم پهلوی.
