هم‌زمان با تحصیل در دانشگاه کلمبیا، بنا به درخواست دولت ایران طرح تأسیس دانشگاه (دارالفنون) تهران را تهیه کرد. صدیق در پنجم آبان سال ۱۳۱۰ با دستی پر و دلی شاد و سرشار از محبتِ امریکائیان بازگشت.
عنوان پايان‌نامه‌اش در دانشگاه کلمبیا: سيستم جديد معارف و آموزش و پرورش تحصيلات در ايران، بود. عیسی صدیق پس از بازگشت به ایران طرح‌هاي تاسيساتي و آموزشي دانشگاه تهران را که تدوین و تقدیم دولت کرده بود پس از تصویب تحت عنوان: دانشگاه تهران با همکاری علي اصغر حكمت در هکتارها زمین از محدوده میدان انقلاب تا انتهای اتوبان همت فعلی اجرا کرد.
پایان نامه صدیق با عنوان: ایران مدرن و نظام آموزشی آن توسط علی‌نجات غلامی به صورت کتاب ترجمه و مورد نقد سیاوش سوهانی به صورت مقاله قرار گرفته که از لینک قابل دریافت است.
