Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments. Telegram Messenger Blocks Navalny Bot During Russian Election The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements.
