Трамвай с переменным уровнем пола создан для колеи 1000 мм на основе платформы Artic. Кузова изготавливаются на заводе в Финляндии, финальная сборка происходит в Пльзене. Выпуск одного 38T занимает 4,5 месяца. Его вместимость заявляется на уровне 368 пассажиров, включая 156 мест для сидения. В апреле он получил разрешение на перевозку пассажиров.
