Согласно литовскому законодательству, перед испытанием оружие и военная техника должны пройти крайне строгий процесс проверки, на который уходит немало времени, а процесс регулировки производства государством по законам должен начаться с момента обсуждения производителями будущих чертежей. Все это, как указывают местные СМИ, делает производство вооружения в Литве в необходимые сроки практически невозможным.
