Инициатива учреждения этого праздника принадлежит Комитету Государственной Думы по делам женщин, семьи и молодёжи, в частности — ныне покойной Алевтине Викторовне Апариной — депутату Государственной Думы РФ, члену ЦК КПРФ, первому секретарю волгоградского обкома.
Алевтина Викторовна уважала меня, но не любила: «Константин Эдуардович, ну зачем вы приехали в Волгоград? Так мы тут без вас так спокойно жили. Уехали бы вы осюда. Что вам в Москве не живется?»
А я ей: «Алевтина Викторовна, ведь только я могу оценить масштаб вашей личности. А все ваши выдвиженцы однажды вас предадут!»
