ماجرا بدین سان آغاز شد که در اسفند ماه ۱۳۲۲ در هیئت انگلیسی و آمریکایی از جانب شرکتهای نفت سوکوئی – واکیوم و سینکلر امریکایی و شرکت رویال داچ شل انگلیسی – هلندی به تهران آمدند و هر دو تقاضای امتیاز نفت در نواحی جنوب شرقی ایران را نمودند.
به محض اینکه شوروی ها به وسیله عوامل خود از مذاکرات نفت آگاه شدند، آنها نیز دست به کار شدند و در شهریور ۱۳۲۳ هیئنی را به ریاست سرگئی کافتارادزه معاون وزارت خارجه شوروی به تهران فرستادند تا امتیاز نفت شمال را درخواست کند.
